To be eligible for the program you have to meet one of the following conditions:
- Be a member of a household with income that does not exceed an amount equal to sixty percent (60%) of the State median income;
- Be a member of a household in which one or more individuals are receiving one or more of the following types of assistance and whose income does not exceed an amount equal to sixty percent (60%) of the State median income:
1. Temporary assistance for Needy Families;
2. Supplemental Security Income (SSI)/State supplementary Program (SSP) payments;
3. Food Stamps;
4. Payments under Sections 415, 521, 541, or 542 of the Veterans and Survivors Pension Improvement Act of 1978; or
5. County General Assistance, Part 5, Division 9 of the Welfare and Institutions Code.
Services Priority:
First priority shall be given to households whose members have life-threatening emergencies;
Further priority shall be given to the following households:
- households with the highest energy burden;
- Households with the following vulnerable populations: young children (ages 5 years or under), disabled, and elderly persons (ages 60 years or older)
