RE:                        REQUEST FOR QUALIFICATIONS/BID FOR SERVICES

PURPOSE:             Community Enhancement Services (CES) is soliciting bids for

Outreach, Attic Insulation, HVAC and Water Heater Repair/Replacement Services for program period ending December 31, 2012, specific to the implementation of CES’ DOE ARRA (American Recovery and Reinvestment Act) for the given period. 

INTRODUCTION:

CES, a not-for-profit corporation, implements Weatherization Programs funded by US Department of Energy and US Department of Health and Human Services and administered by California Department of Community Services and Development (CSD).  The programs are designed to reduce energy cost for low income household by increasing the energy efficiency of their homes, while ensuring their health and safety.  Priority consideration for services are given to the elderly, people with disabilities, and families with children.  Typical measures may include but not limited to minor home repair, repair/replacement of gas appliances, mitigating air infiltration and reducing electric base load consumption.

WEATHERIZATION SERVICES FOR BIDDING INCLUDES THE FOLLOWING:

·      Outreach Services

·      Specialty Service - Attic Insulation

·      Specialty Service – HVAC

·      Specialty Service – Water Heater Repair/Replacement 

TARGET POPULATION:

Eligible low income households residing in specific zip codes within Los Angeles County for qualified un-weatherized residential structures (single homes, apartments or mobile homes).
